The Library of Congress lists this photograph as a photograph of Mr. and Mrs. William J. Tate, Kitty Hawk, 1900. This identification cannot be correct, as the Tates were much younger back then than the individuals shown in this photograph.

Ms. Tammy Jennings of the Outer Banks has kindly provided an alternate identification: Mr. James and Mrs. Eliza Hobbs, Kitty Hawk, 1900. Mr. Hobbs was the station keeper at the Kitty Hawk station. I believe this identification is correct, and matches the year of the photograph reported the the Library of Congress.
